Start with the immediate container
Health Canada’s current packaging and labelling guide states that cannabis products must be packaged in a child-resistant container except cannabis plants and cannabis plant seeds. The guide also summarizes requirements related to contamination protection, security features, opacity/translucency for applicable products and other package attributes.
Child resistance is one part of the system
The complete package can include an immediate container, wrapper where permitted, and an outermost container. Each layer has its own role and rules. Do not assume a secondary carton or outer pouch makes an otherwise non-CR immediate container compliant.
